Last year, summer youth employment programs saw a significant increase in funding support through the American Recovery and Reinvestment Act. States and localities across the country allocated their funds from the Workforce Investment Act to effectively expand summer employment opportunities for youth. New York City’s Department of Youth and Community Development, for example, enrolled 43,000 youth in summer programs and pioneered a debit card wage payment system to effectively reduce administrative costs.
