The New York Center for Economic Opportunity (CEO) and the Mayor's Fund to Advance NYC released RFPs for two of five antipoverty programs-$ave USA and Jobs-Plus. Last July, CEO and the Mayor's Fund to Advance NYC received a $5.7 million Social Innovation Fund (SIF) grant from the Corporation for National and Community Service. As one of the 11 intermediary organizations to receive funding, both entities seek to build national evidence on antipoverty programs that serve public housing residents, disconnected young adults, and low-income people. In particular, the initiative aims to replicate, improve, and continue testing five specific programs that all draw on strategies proven to have been effective in New York City and elsewhere. In addition to supporting $ave USA and Jobs-Plus, RFPs will be announced for three other antipoverty programs- Work Advance, Youth Internships, and Family Rewards. Each program will be replicated in at least two of the following eight urban areas: Kansas City, MO; Memphis, TN; New York, NY; Newark, NJ; Northeastern Ohio; San Antonio, TX; Savannah, GA; and Tulsa, OK.

Organizations eligible to apply for program funding as sub-grantees include not-for-profit organizations, states, local governments, public schools, tribes, certain faith-based organizations, and educational institutions. Sub-grantee proposals will be reviewed and scored by a committee that may include representatives from the Mayor’s Fund, CEO, MDRC, and local partners in each city. Because building a national evidence base is a central goal of the federal SIF program, all projects (with the exception of Jobs-Plus) will undergo a random assignment evaluation.
