On March 18, 2011, President Obama signed legislation authorizing a three week continuing resolution (CR) to fund the government through April 8. The CR cuts approximately $6 billion in spending, including the following program cuts:

- USDA Watershed and Flood Prevention Operations (-$12 million for technical assistance),

- DOJ State and Local Law Enforcement Assistance (-$185 million for earmarked discretionary grants),

- DOJ Juvenile Justice Programs (-$91 million for earmarks),

- DOJ Community Oriented Policing Services (-$25 million for technology and interoperable communication and -$169 million for earmarks),

- DOI Historic Preservation Fund (-$25 million for Save America’s Treasures),

- EPA State and Tribal Assistance Grants ( -$162 million for various special projects and technical corrections, and -$10 million for associated program costs and for Clean Air Act Section 103 grants),

- USDA State and Private Forestry (-$6.45 million),

- DOL Career Pathways Innovation Fund (-$125 million), DOL Community Service Employment for Older Americans (-$225 million in funds available for June 30, 2011 through December 31, 2011),
